Article I - Name
The name of this organization shall be the Central Carolina Combine (hereinafter, the “CCC” or “Combine”).
Article II - Objectives
The objectives of this Combine shall be:
Section 1.
To foster and promote the art and science of breeding, training, and racing of racing homing pigeons, and to safeguard the racing pigeon sport against malign and dishonest practices. The Combine shall seek to maintain the sport of racing pigeons as a gentleperson’s pastime by promoting good sportsmanship and by encouraging respect and fellowship among all fanciers.
Section 2.
To conduct Combine races among members of clubs affiliated with the Combine. (Affiliated clubs)
Section 3.
To extend Combine race activities to nonaffiliated clubs who wish to compete at the combine level but not be involved in Combine administration. (Associate clubs)
Section 4.
To issue awards to winning lofts, including under seal of the Combine and signatures of the race secretary, certificates showing positions won in a race, speeds achieved, and the numbers of lofts and birds competing.
Section 5.
To operate the Combine in accordance with an annual budget, in which routine expenditures do not exceed anticipated receipts.
Article III - Combine Operations
Section 1.
The affiliated clubs shall govern the Combine through an Executive Committee. Each affiliated club may appoint a director to represent the club in Combine affairs, regardless of the number of members in the club. The Executive Committee consists of a director from JNC, FFF, RTA and FAY which are the original affiliated clubs. In the absence of an appointed director, an affiliated club may designate as a temporary alternate representative a club member who is a Combine member in good standing.
Section 2.
The Combine should hold an annual Executive Committee meeting the 2nd or 3rd week in January of each year to address any appropriate agenda items submitted by affiliated clubs. The Executive Committee may also call meetings at anytime two executive committee members deem it necessary to address pressing issues. Section 4. applies.
Section 3.
Each affiliated club shall have a number of votes equal to the number of their active senior members (i.e., those who support the Combine and have paid shipping fees) for voting on race related agenda items and Constitution and By-Law revisions. To be an active senior member you must have paid the shipping fees for both old bird and young bird series of the prior year. Specifically, the Annual Meeting votes allocated to an affiliated club shall be equal to the number of active senior members in a club that has flown both the Old Bird and Young bird series for the prior year. A club’s total number of votes may be split and voted on race related matters according to the wishes of the individual club members. Unless otherwise specified in this Constitution, or By-Laws and Race Rules, all decisions by the Executive Committee regarding administrative and race related matters shall be based on a majority vote, which shall be one more vote than one-half the total votes cast (i.e., a simple majority). Ties shall be considered a failed vote and require the directors to readdress the issue until resolved. Except for the case-by-case provision of section 4, all directors (or alternate representatives) voting on a Combine matter must be present at the meeting in which the vote is taken.
Section 4.
Directors may vote on a Combine matter by telephone or e-mail if that method of voting on a specific matter has been approved in advance by a majority vote of directors attending a meeting.
Section 5.
Each affiliated club shall provide the Combine recording secretary with the name and address of its director thirty (30) days prior to the annual meeting.
Section 6.
Clubs wishing to compete in the combine but not be involved in Combine operations may apply to the Executive Committee for admission as an Associate club. Associate memberships are subject to approval by the Executive Committee on an annual basis. Participation and overall Combine support will be part of the approval process.
Section 7.
Associate clubs members may ship and race with the combine and be on the weekly race sheets provided all associated shipping costs are paid. Associate clubs will be eligible for all combine awards as long as all Combine Race Rules are complied with. Under no circumstances can an associate club member ship with multiple clubs to a Combine race. Associate clubs may participate and be eligible for prizes in any special combine races. Associate club members may not be on the Executive Committee or participate in any combine meetings or discussions.
Section 8.
All matters pertaining to revision of this Constitution, or any By-Law and Race Rule, shall be decided by majority vote of affiliated clubs as defined in Section 3 above. Such matters shall be submitted to each affiliated club for consideration at least three (3) weeks before an Executive Committee meeting. Each club shall instruct its director or alternate representatives on how they should vote on such revisions.
Section 9.
Decisions by the Executive Committee in Combine matters shall be final, including interpretation of the Constitution and the By-Laws and Race Rules.
Section 10.
The Combine encourages junior members within the age of 12 to 18 years old.
Junior members may not vote on combine issues, hold office or be counted toward a minimum
Combine activity or a quorum. Junior flyers and the existing double loft are limited to 5 birds over the regular limit, homing to the same location. A list for each loft must be provided to the Race Secretary prior to the first race flown in each series. This list cannot be changed during the series. Junior members or double lofts may share any part of the locations total bird limit provided the bird lists are adhered to. If the lofts limit is 30 birds each flyer may ship any combination of 30 provided neither exceed 25. Double loft shipping fees shall be 100 % for the first loft and 50 % for the second.
Article IV - Officers
Section 1.
The day-to-day affairs of this Combine shall be conducted by the Executive Committee. A Race Secretary, Recording Secretary, Treasurer and Liberator shall be selected by an Executive Committee vote from nominees submitted by affiliated clubs.
Article V - Authority and Duties of Officers
Executive Committee
Section 1.
The Executive Committee shall have overall responsibility for conducting the day-to-day affairs of the Combine. It shall decide all Combine matters required by this Constitution or the By-Laws and Race Rules
Section 2.
The Executive Committee shall preside at all Combine meetings and conduct them in accordance with customary (Roberts) rules of order and Article X of this Constitution. It shall resolve tie votes with a coin toss.
Section 3.
The Executive Committee shall be responsible for an annual audit of the Combine’s financial records.
Section 4.
The Executive Committee shall appoint all committees necessary to conduct Combine affairs that are not otherwise required by this Constitution or the By-Laws and Race Rules.
Section 5.
The Executive Committee shall set dates for all Combine meetings.
Section 6.
The Executive Committee shall ensure compliance with all Articles of the Constitution and the By-Laws and Race Rules.
Treasurer
Section 1.
The treasurer shall have custody of all Combine monies. He shall be responsible for proper management of those monies and the payment of its bills upon approval by the Executive Committee.
Section 2.
The treasurer shall submit a financial statement supported by invoices (i.e., a Treasurer’s Report) at the annual meeting.
Section 3.
The treasurer shall monitor the payment of all dues and shipping fees to the Combine, and he shall notify the president and race secretary of any club or individual delinquencies that require their proper action. He shall maintain a list, by club, of the number of members paying shipping fees for each race series.
Recording Secretary
Section 1.
The recording secretary shall conduct the general correspondence of the Combine. He shall also keep minutes of Combine meetings, send out meeting notices to directors at least four (4) weeks in advance of a meeting, and provide minutes of the Combine meetings to each affiliated club within two (2) weeks of the close of a meeting. He shall maintain Combine records, including a current record of the names and addresses of all members of the Combine.
Section 2.
The recording secretary shall record how the Executive Committee members voted on issues and proposals.
Section 3.
The recording secretary shall combine, if appropriate, two similar agenda items submitted by different clubs into one item for the Executive Committee to vote on.
Section 4.
The Recording Secretary shall update his master copy of the Constitution, By-Laws and Race Rules for any changes required by agenda item actions within 30 days of each Executive Committee meeting. A formal update shall be provided annually to each combine club by US Mail or E-Mail within 30 days of the annual meeting. It is each clubs responsibility to provide copies to their membership.
Section 5.
The Recording Secretary will include a detailed Race Schedule, as agreed to by the Directors, for the next year with the minutes of the Annual Meeting.
Race Secretary
Section 1. The Race Secretary shall coordinate with the Liberator and participate in any decisions related to releasing a race.
Section 2.
The Race Secretary shall:
a.
Publish hard copies of the race results, or transmit them by e-mail, within 2 weeks of the first race, and within 1 week after conclusion of each successive race.
b.
The Race Report shall show birds clocked earning points, then first bird only for the 
remaining lofts. This would apply only to Regular races.
c.
The Race Secretary shall provide a cover sheet for each regular combine race 

flown. It should identify the winning loft and speed for each club along with the 

number of lofts and total birds entered by each club.
d.
Print the overall race results with diplomas and awards for each series within 1
month of the last race.
Section 3.
The race secretary shall preserve race records, including Entry and Report Sheets, Electronic Arrival Report Sheets, or clock tapes, as appropriate, for one (1) month after a race series has been completed. Results for each race, and average speed results, shall be maintained permanently. These records may be preserved electronically on disks.
Section 4.
The race secretary shall have independent authority to require the tossing of any suspicious bird within 48 hours of the completion of a race.
Section 5.
The race secretary shall chair the Race Committee.
Section 6.
The race secretary shall promptly notify the winners of each race.
Section 7. 
The Race Secretary shall maintain a file of GPS (Ground Position System) measurements for each Combine member, and he shall ensure that survey addresses are consistent with addresses in the Combine membership list.
Section 8.
Deleted
Liberator
Section 1. The Liberator shall have full authority for release and care of all birds transported for the Combine.
Section 2.
The Liberator shall work with the Race Secretary and shall communicate with the driver on race dates, and as otherwise required to confirm weather conditions are appropriate for release, and to provide any other instructions needed for a proper release. In determining weather conditions for each race, the liberator shall also contact the U.S. Weather Bureau to ascertain the weather conditions of all affiliated club areas and the race course.
Section 3.
The liberator shall be an active flyer in any race series he liberates.
Section 4.
The liberator shall ensure that all race birds are released before training birds.
Section 5.
The liberator shall promptly notify the Race Secretary of release times.
Section 6.
The liberator shall not liberate young birds before one half hour after local sunrise in races less than nominal distances of 250 miles.
Article VI - Selecting the Executive Committee
Section 1.
The Combine Executive Committee shall be selected by each affiliated club appointing one (1) member at the January Annual Meeting. The Executive Committee shall serve for a period of one (1) year. The members shall assume their duties immediately upon appointment. Executive Committee members shall each have one (1) vote on administrative (non race related) issues. This would include membership issues.
Section 2.
Each club must submit their nominations for Race Secretary, Treasurer, Recording Secretary and Liberator and any agenda items to the Combine recording secretary three weeks prior to the Annual Meeting. The recording secretary shall compile a list of nominees and agenda items and forward a copy of same to each club two (2) weeks prior to the meeting.
Section 3. Only members in good standing of an affiliated club shall be permitted to serve on the Executive Committee. Members can hold multiple offices, if so appointed by the executive Committee.
Article VII - Membership and Boundaries
Section 1.
To be eligible for Combine membership, a person must be a member in good standing with an Affiliated or Associate club.
Section 2.
To affiliate with the Combine, a club must submit a written application to the recording secretary. The application shall include the names and addresses of a minimum of three (3) members per club. The application shall then be forwarded to the Executive Committee for action at the annual meeting.
Section 3.
At least two (2) Affiliated clubs must sponsor a new Affiliated or Associate club. If so sponsored, a majority vote of the Executive Committee shall be required for the new club to become an Associate club or conditionally Affiliated with the Combine.
Section 4.
Upon election to conditional Affiliated membership, newly elected clubs shall be on probation for two (2) years and at least 2 complete race series before they may participate in or attend any Combine meeting, to include voting or submitting agenda items. Final acceptance into Combine membership shall occur after the probation period ends and the Executive Committee approves the new club by a majority vote. Associate clubs membership shall be reviewed by the Executive Committee annually for renewal.
Section 5.
All members of Affiliated and Associate clubs must be Combine members. A Combine member belonging to more than one affiliated club may not vote in more than one affiliated club on agenda items or Constitution or By-Laws and Race Rules matters. A member shall vote only at the affiliated club where he is currently flying and cannot compete in more than one club at the same time.
Section 6.
Any affiliated club not flying one (1) full year (i.e., an old bird and young bird race series), shall be deemed an inactive club and shall not be entitled to vote. Reinstatement of voting privileges shall occur only after the affiliated club has flown all races of the next race series.
Section 7.
Every affiliated club shall concurrently be a member in good standing of a nationally recognized pigeon racing organization.
Section 8.
A member that is between twelve (12) and eighteen (18) years old shall be a junior member. Junior flyers may fly with an existing loft and are limited to 5 birds over the regular limit homing to the same location. A list for each loft must be provided to the Race Secretary prior to the first race flown in each series. This list cannot be changed during the series. Junior members share any part of the locations total bird limit provided the bird lists are adhered to. If the loft limit is 20 birds each flyer may ship any combination of 20 provided the total birds entered does not exceed 25.
Section 9.
CCC shall have no boundaries but reserves the right to limit membership based on reasonable loft locations for equitable racing with existing members.
Article VIII - Dues and Fees
Section 1.
There are no annual dues for membership in CCC.
Section 2. Each club must commit to the number of their members flying a series 30 days prior to the first race of each series. The cost of awards and trailer maintenance expenses will be included in shipping fees for each series. Participation, to include trainers, in each series is open only to paid active, probationary and Junior Members.
Section 3 Failure of a club to honor the number of
shipping commitments for any race series shall result in a clubs forfeiture of an equal number of votes for that season. Failure of any club to submit all required shipping fees to the Treasurer prior to shipping the first race of a series will result in that clubs loss of all votes for that season. If all fees are not paid by the end of the series a club will be eliminated from that series of races and subject to action under Article XII, section 1 of the Constitution.
Article IX - Meetings
Section 1.
For voting purposes, the quorum for regular meetings and special meetings shall be 3/5 of the Executive Committee rounded down to the nearest whole number.
Section 2.
The annual Executive Committee meeting should be held in mid January. The Executive Committee may also schedule special meetings as required.
Section 3.
Each director offering an agenda item for a vote shall explain the purpose of the item and articulate to the other directors at the meeting why the item will benefit the entire combine.
Section 4.
The sequential actions for conducting a Combine meeting shall be:
a.
Minutes of previous meeting
b.
Communications
c.
Treasurer and committee reports
d.
Old business.
e.
New business.
f.
The good of the Combine. 
g. Adjournment.
Section 5.
As set forth in Article III, section 3, the Executive Committee shall vote on agenda items, or other race related matters put to a vote, and a simple majority vote shall carry all agenda items and motions unless otherwise specified in this Constitution.
Section 6.
No changes to the Constitution, By-Laws and Race Rules, or any items that have been approved during the Annual Meeting can be changed at a following summer meeting without the approval of at least 75% of the affiliated members.
Article X - Standing Committee
Section 1.
The Executive Committee shall appoint a Race Committee within two (2) weeks of their election to office. This committee shall consist of at least one member from each affiliated club. The Race Secretary shall chair the race committee and Executive Committee members may serve on this committee. Members appointed to the Race Committee shall be approved by the Executive Committee. The Race Committee shall investigate and rule on all protests or disputes pertaining to the outcome of any Combine race. It shall have the authority to disqualify birds clocked in a race if it has reason to believe that a bird’s performance was unreasonable under the conditions of a particular race. The Race Committee shall also have sole independent authority to investigate and decide all issues related to the conduct of a Combine race, including, but not limited to, the authority to enter any affiliated club or member’s loft to toss any race bird, and to audit an affiliated club’s countermarking, clock setting, and clock opening procedures. The Race Committee must resolve any protest or dispute within thirty (30) days of being notified of a disputed matter over which it has authority. Race protests must be filed in writing with the Combine race secretary within seven (7) days after release of the race report, with copies to the Executive Committee and the Recording Secretary.
Article XI - GPS (Global Positioning System) Surveys
Section 1.
GPS measurements shall be used for all Combine Races and must be in the hands of the Combine Race Secretary and each club Race Secretary in time to calculate race speeds. All club Race Secretaries are responsible for obtaining and sending a copy of each members’ GPS loft coordinates to the Combine Race Secretary.
Article XII - Punishment and Expulsion of Members and Clubs
Section 1.
Any officer or member of the Combine found to have engaged in (1) conduct unbecoming a gentleman, including poor sportsmanship; (2) fraud or attempted fraud in connection with a race; (3) detaining a bird belonging to a fellow member (without his permission, or by poisoning, clipping, or otherwise); or (4) racing a bird to which clear title of ownership cannot be established, shall be punished (including expulsion from the Combine) in a manner decided upon by a majority vote of the Executive Committee. The committee’s decision on any Article XII matter shall be final resolution of the matter. The guilt of any member accused of such conduct shall first be determined after a hearing on the matter by a committee of at least three (3) members appointed by the Executive Committee.
Section 2.
If a committee investigation is initiated pursuant to section 1 based on an accusation or information provided by a member or officer, and the committee finds that information or accusation to be false or misleading, then the member or officer providing the information or accusing another member of actions set forth in section 1 shall be deemed to have engaged in conduct unbecoming a gentleman and subject to the punitive provision of section 1 of this Article XII.
Section 3.
An affiliated club found to have violated any of the provisions of this Constitution or the By-Laws and Race Rules shall be subject to punitive sanctions set by the Executive Committee, including, but not limited to, expulsion from the Combine on a seventy-five percent (75%) majority vote of the Executive Committee. The finding providing the basis for such sanctions shall be made after a hearing by a committee of at least three (3) members appointed by the Executive Committee.
Article XIII - Disputes
Section 1.
Any dispute arising over a Combine matter, the resolution of which has not been provided for in this Constitution or the By-Laws and Race Rules, shall be decided by majority vote of the Executive Committee. The committee’s decision in all such matters shall be final.

Article XIV – Disbandment
Section 1. This organization will not be dissolved without the written consent of 75% of the Executive Committee.
Section 2. In the event of disbandment, all assets of the combine will be liquidated and distributed equally among the active senior membership of affiliated clubs.
Article 1 - General
Section 1.
Each club must have three (3) paid senior shipping members and at least two (2) active flying members for each regular race to compete as an affiliated or associate club. Clubs with fewer than three (3) paid senior shipping members and two (2) active flying members must ship and open clocks with another CCC club to compete. Each person participating in a Combine race must be an active member of an Affiliated or Associate club (i.e., no one can fly as an independent member).
Section 2.
Race results shall be reported in an overall race report.
Section3.
All birds shall be shipped at the owner’s expense and risk. The Combine or its officers shall not be held responsible for any bird shipped.
Section 4.
All birds flown in the CCC must be vaccinated annually for PMV-1.
Section 5.
For all races, a Combine Race Report Sheet must be completed by each club and, along with the tape or Electronic Arrival Report Sheet for the winning loft, be emailed, mailed or faxed to the Combine Race Secretary within two (2) days after the close of a race. If a club fails to meet this deadline, then that club shall be disqualified from the race. The Combine Race Report Sheet is electronically available from the Recording Secretary for club reproduction.
Section 6.
All birds must home to lofts shown on GPS Surveys filed with the Combine race secretary. A bird must also home to the loft from which it was entered into a race. If the board of directors or the Combine Race Committee determines that a member entered a bird into a race that homed to a loft other than the loft indicated on the Combine Entry and Race Report Sheets, that member shall be disqualified from the race and subject to possible sanctions under Article XII of the Constitution.
Section 7.
Violation of By-Laws and Race Rules shall result in a member, or a club, as appropriate, being disqualified from the race involved, and possible sanctions under Article XII of the Constitution.
Article 2 - Ownership of Birds
Section 1.
All birds shall be the undisputed property of the member entering them in a race and shall be timed at the member’s loft. A member entering or possessing any questioned bird must provide upon request unequivocal proof of ownership to an affiliated club, a Combine committee appointed by the president, or the Combine race secretary, depending on the circumstances of the request. If such ownership cannot be demonstrated, then the bird shall be disqualified.
Article 3 - Entry, Shipping Limit, and Crate Space
Section 1.
Each affiliated and associate club shall send to the Combine race secretary and treasurer a list of flyers expected to participate in each race series 30 days prior to the start of each series. Any club or member who fails to comply will be ineligible to race in the upcoming series.
Section 2.
There shall be a twenty (20) bird shipping limit for each member on all regular Old Bird races and twenty-five (25) bird shipping limit on all regular Young Bird races.
Section 3.
For entry in all races, birds must be banded with a seamless metal band issued by a recognized racing pigeon association, bearing the year of issue, some method of determining the club to which it was issued, and a serial number.
Section 4.
All birds shipped to a race must be listed by complete band number, color, and sex (e.g., IF 2009 FFF 454 BC C).
Section 5.
The Combine race secretary shall allocate two crate spaces for each paying senior member to each Affiliated and Associate club if trailer space allows, otherwise space will be allocated equally among clubs based on number of paying senior flyers. Crate slots not used for race birds may be used for training birds or special races, as appropriate. Crate space and shipping limits for regular races shall not be reduced to accommodate special races.
Article 4 - Countermarking and Shipping
Section 1.
Sick, diseased, or vermin-infested birds shall not be countermarked for a race. All questions pertaining to this rule shall be resolved at the club level by the club race secretaries.
Section 2.
Birds shall not be accepted for participation in any race unless all Combine fees have been fully paid prior to the first race.
Section 3.
All birds entered in a race must be countermarked with an approved marker, or have a valid electronic band.
Section 4.
The rubber countermark shall bear two (2) separate and distinct numbers, one of which shall be visible. The second number shall be placed so that it is impossible for any person(s) handling the bird to see it while the countermark is placed on the bird for shipment to a race. The electronic band shall have been entered into the flyer’s race computer (clock).
Section 5.
The band number of the bird on which the countermark is placed shall be recorded on the paper slip supplied with the countermarks.
Section 6.
The countermark slips and duplicate race entry sheets (if used) of each loft entry shall be kept separate and marked with entrant’s name. All slips and sheets shall be stored under lock.
Section 7.
At least two (2) Combine members must be present during electronic entering or countermarking.
Section 8.
No member shall enter/countermark his own birds at any time or put birds in shipping crates while his birds are being entered/countermarked
Section 9.
Each affiliated club shall ensure that all crates are sealed properly before being placed on the trailer.
Article 5 - Trainer Procedures
Section 1.
If space is available trainer birds shall be permitted on the CCC trailer.
Section 2.
The training birds shall be liberated either one (1/2) hour after the race birds or no later than 11:00 A.M. the day following shipping at a distance not to exceed three hundred (300) miles
Section 3.
Members wanting trainer birds to go to the race station on the long races must mark the crate indicating that intent. The birds shall be liberated one (1/2) hour after the race birds.
Section 4.
The training birds shall not be countermarked or counted as race birds
Section 5.
. All trainer crates are to be sealed and clearly tagged on the front of each crate.
Article 6 - Trailer Driver and Transport and Care of Birds
Section 1.
Authorized birds shall be those participating in regular races, and training birds complying with Article 5 or authorized by the Combine race secretary.
Section 2.
Birds shall be watered on all races.
Section 3.
Birds shall be fed on holdover days, and on all 300 mile or longer races; however, they shall not be fed on the day of liberation. Only clean mixed-seed pigeon feed shall be used for races requiring feeding.
Section 4.
After a release, the driver shall confirm that all crates are empty prior to departing the release location.
Article 7 - Timers and Timer Setting
Section 1.
Only continuous running timers shall be used to time birds in Combine races. Exception allowed for a back up timer which must be set at 12:00 PM and started upon bird arrival.
Section 2.
Timers shall be the respective owner’s responsibility at all times. A club or Combine race secretary or committee shall not be held responsible for any damage or loss.
Section 3.
All timers shall be registered in the loft name or name of the member using it.
Section 4.
All timers shall be set on the number one (1) hole, if possible, or marked otherwise.
Section 5.
All non-electronic timers shall be sealed after setting with numbered lead seals that are furnished by each affiliated club. Club race secretaries shall record the numbers.
Section 6.
After a non-electronic timer has been set, each member shall examine his timer to ascertain that it has been properly set and sealed.
Section 7.
All timers shall be subject to examination by the Combine Race Committee, and the Combine race secretary may determine that a timer is unsuitable for competition.
Section 8.
All timers shall be started with a master timer synchronized with the race secretary’s master timer. The Master timer must be a continuous running timer capable of being set to or controlled by the US National Bureau of Standards Atomic clock at Boulder Colorado.
Article 8 - Timer Opening and Malfunctions
Section 1.
Location - All regular and special race timer openings shall take place at each Affiliated/Associate club.
Section 2.
Minimum Members - At least 2 competing members must be present before clocks may be knocked off or struck out. Members using electronic timers may Email or fax their clocking data to his Race Secretary if distance or other reasonable factors cause a hardship to meet for clock opening. Members submitting clocking data must strike out their clock in the presence of at least two competing members within 7 days of the clocking.
Section 3.
Knock-Off - Timers shall be knocked-off as soon as possible after the first birds have been timed, and the master time shall be marked on a work sheet or Race Report Sheet. Electronic timers do not need to be closed out until the flyer is finished clocking.
Section 4
Tampering - The slightest evidence of a timer having been tampered with shall be sufficient cause to forfeit all claims for a race record and prize money.
Section 5.
Fast or Slow Allowance – All timers shall be accurate within plus or minus ten (10) seconds per hour. Any timer that gains or loses ten (10) seconds or more per hour shall be disqualified from the race
Section 6.
Stopped Timer – Any bird timed in a stopped timer shall be given the time the timer was brought to the club’s race secretary, or the time the countermark numbers were called in to the club race secretary. If a timer stops and fails to start after one (1) or more birds have been timed, the timer shall be disqualified. If a timer stops before timing in any birds, the member shall be allowed to use a back-up timer.
Section 7.
Timer Stops and Restarts – If a timer stops after timing one (1) or more birds, and then restarts, the timer shall be considered as running slow and must meet the requirements of Section 5.
Section 8.
Each week the clubs must submit the winner’s tape or arrival sheet to the Race Secretary postmarked or E-Mailed not more than 48 hours after the close of the race.
Article 9 - Calculating Multi-Day Races (Time of Darkness)
Section 1.
Speed for second and subsequent day races shall be calculated from the time of liberation until one-half hour after sunset on the first day; the subsequent day’s time shall begin at one-half hour before sunrise until a bird is timed. When birds are timed in later than the designated cut off time (one-half hour after sunset), they shall be given credit for cut off time. This procedure also applies to birds clocked prior to start-up time (i.e., they will be given one-half hour before sunrise as arrival time). Sunset and sunrise times shall be determined by the use of The Weather Channel.
Article 10 - Race Course, Schedules, Liberation, and Termination
Section 1.
The race schedule and stations for the following year shall be established at the Annual Meeting. Old Bird races be scheduled so that the last race to be on
the last Friday in May and Young Bird races be scheduled to stop on the 2nd Saturday in November. In each case the season could be extended one week for weather cancellations. The start date would be a function of how many races we want to fly.
Section 2.
In old birds, the schedule shall contain ten races. The young bird series shall be eight races.
Section 3.
The liberator shall release the birds at all race stations as early as he deems proper and possible for all competing birds.
Section 4.
All regular Combine races shall be scheduled for a Saturday release, except those involving nominal 600 miles or greater distances.
Section 5.
All races designated for separate same-day releases shall be released one (1/2) hour apart.
Section 6.
All races shall be flown on Saturday, Sunday, or Monday (Friday for 600 miles). In instances of bad weather, Liberator and Race Secretary shall have joint authority to postpone and reschedule a race. It shall be their sole responsibility to implement each scheduled race series to the best of their ability, including doing everything possible to fly all races from scheduled release points. However, in instances of bad weather, they shall have the authority to alter a race schedule, including returning the birds to race another weekend, postponing a race until the following weekend and shipping double races, in order to complete the race schedule. A decision to postpone a race must be made by noon the day of shipping. If not postponed by noon the race is considered cancelled.
Section 7.
If inclement weather persists for three (3) days at a race station, then on the third morning the race secretary, and the president shall decide jointly whether to bring the birds back to a shorter race station for release or to cancel the race and bring the birds back home.
Section 8.
A race shall terminate when all prizes or points have been won or when the Executive Committee determines that the race should be terminated
Article 11 - Prize Distributions
Section 1.
Prize distribution for auction, special, and open races shall be determined by the Executive Committee .

Section 2.
Junior members under 18 years of age shall not be allowed to participate for Combine prize money, unless the parents or guardians of such members provide written permission to the Combine race secretary.
Article 12 - Diplomas and Trophies
Section 1.
For each series of races, one (1) diploma shall be issued for each bird in the top 2.5% (or fraction thereof) of the total number of birds entered in a race (i.e., 500 birds in the race equals 13 diplomas awarded).
Section 2.
The Combine shall issue diplomas for all regular races. The number of diplomas awarded for each race shall be determined in accordance with section 1.
Section 3.
CCC Average Speed diplomas shall be issued for both the old and young bird series.
Section 4.
The Combine shall award three average speed trophies for the old bird race series. One will be for 100 to 300 miles inclusive, one for 400 to 600 miles inclusive, and one for overall races flown. The overall trophy shall be larger than the others.
Section 5.
The Combine shall award an average speed trophy for the young bird race series.
Section 6.
The Combine shall award Champion Loft trophy for each series. See Section 7a below, for point guidelines.
Section 7.
In accordance with the following rules, the Combine shall award a certificate for
Champion Bird and Champion Loft trophies in each old bird and young bird race series:
a.
For all regular races, points shall be awarded for the number of positions equal to 1.5 times the number of lofts in each race. For example, with 50 flyers, there would be 75 points decremented by 1 point. The bird/loft with the most points at the end of the race series shall win the performance award.
b.
If a bird is entered in a dual race (an Open), the bird may receive points only for the average speed race.
c.
In the event of a tie for champion bird one additional point shall be awarded for each time the bird placed in diplomas and also won first place in its club for that race.
Section 8.
The prices paid for trophies shall be $25.00 each for Champion Loft and Average Speed. The winning members may choose to receive either a trophy or the cash equivalent. Those wanting cash must notify the Combine race secretary not more than two (2) weeks after the race series has ended.
Section 9.
CCC Race results may qualify for IF national awards but do not qualify AU national awards.
Article 13 - Double Lofts
Section 1.
CCC does not allow double lofts.
Junior flyers may fly with an existing loft and are limited to 5 birds over the regular limit homing to the same location. A list for each loft must be provided to the Race Secretary prior to the first race flown in each series. This list cannot be changed during the series. Junior members share any part of the locations total bird limit provided the bird lists are adhered to. If the loft limit is 20 birds each flyer may ship any combination of 20 provided the total birds entered does not exceed 25.
Article 14 - For the Good of the Combine
Section 1.
Current copies of the Constitution and the By-Laws and Race Rules shall be made available to the affiliated clubs after each annual meeting. The clubs should ensure that their members are given copies and a copy is posted at the clubs.
Section 2.
CCC may participate in various special auction or race activities as the membership desires. No optional races shall be mandatory for all flyers.
